Notice of the CHSP Community-Based Violence Intervention Grant

The Community Human Services Partnership will be accepting applications for a Community-Based Violence Intervention Grant. In 1997, the City and County collaborated to form the Community Human Service Partnership (CHSP), which was granted a Best Practice award by the U.S. Department of Housing and Urban Development. The purpose of CHSP is to provide a more efficient and effective method for allocating human services grant funds. This initiative, which requires greater coordination and cooperation between funding partners and agencies, affords easy recognition of duplication and gaps in service delivery and provides the ability to target funds accordingly.


The purpose of the Community-Based Violence Intervention Grant is to involve those communities most affected by gun violence to collaborate to implement programs and services to increase community safety, respond to gun violence and address the root causes of gun violence. This is a competitive solicitation open to 501c3 non-profit organizations providing direct human services. Applicants must target services to those most at risk of being a victim of or committing an act of gun violence, demonstrate collaboration with key stakeholders, and commit to the implementation of promising practices that have been shown to be effective in reducing gun violence.


Applications will only be accepted from agencies that meet the CHSP eligibility criteria and program requirements. The CHSP grant eligibility criteria can be found in the full Request for Proposals listed below.


The grant application will open on August 2, 2023, at 9 a.m. EST and close on August 25, 2023, at 11:59 p.m. EST. The application can be found during that time at https://portal.neighborlysoftware.com/tallahassee/participant.

The Citizen Review Team (CRT) volunteers will meet for funding deliberations on September 12 from 1-4pm at 435 N Macomb Street, 2nd Floor conference room.

Notice of the Fiscal Year 2024 Bridge Program Funding

 

The City of Tallahassee (City) invites all interested non-profit human services organizations to participate in the Fiscal Year 2024 funding cycle of the Bridge Program grant process. Through this program, the City provides funding to eligible organizations to help provide safety net services to vulnerable citizens.

 

The Bridge Program supports local organizations proposing to implement innovative solutions to community needs but lacking the eligibility requirements to participate in the Community Human Service Partnership (CHSP) grant process. The Bridge Program is a funding opportunity that enables non-profit agencies that do not meet the minimum CHSP standards to strengthen capacity. Agencies that have previously received or are currently receiving CHSP funding are not eligible for the Bridge Program.

 

Applications will only be accepted from agencies that meet the Bridge Program eligibility criteria, as listed below:

  • At the time of application submission, the agency is registered as a 501(c)(3) with the United States Department of Treasury.
    • Please note that Fiscal Agents are not accepted. The applying agency must have its own 501(c)(3) status.
  • The agency must demonstrate a record of providing or intent to provide direct human services to residents of Leon County.
  • The agency has not received CHSP funding.

 

Human Services staff will host an informational workshop on Friday, July 14, from 9-10 a.m. at the City of Tallahassee Logistics Facility, 2602 Jackson Bluff Road. Attendance is not required to receive Bridge Program funding but is recommended.

Applications must be completed and submitted online in the City's Neighborly Software Portal. The portal will open July 1 and close at 5 p.m. on July 31. No late applications will be accepted.

City of Tallahassee Bridge Program

In 2020, the City established the Bridge program to support local organizations proposing to implement innovative solutions to address community needs but lack the eligibility requirements to participate in the Community Human Service Partnership (CHSP) grant process.

 

The City currently administers the Community Human Service Partnership in collaboration with the County to provide an efficient and effective method for allocating human services grant funds. The CHSP process is robust and has received a Best Practice award from the U.S. Department of Housing and Urban Development. CHSP has several minimum requirements and operates on a two- year funding cycle. The Bridge program is an annual funding opportunity with less stringent requirements and enables nonprofit agencies that do not meet the minimum CHSP standards to strengthen its capacity while receiving funding up to a maximum of two years. Agencies are then required to apply to CHSP for continued funding. Agencies that have previously received or are currently receiving CHSP funding are not eligible for the Bridge program.

CHSP Grant Eligibility Criteria

CHSP Grant Eligibility Criteria

  1. The agency is a nonprofit corporation, incorporated in Florida or authorized by the Florida Department of State to transact business in Florida, pursuant to Chapter 617, Florida Statutes. 
  2. The agency has obtained 501(c) (3) status from the United States Department of Treasury. 
  3. The agency is authorized by the Florida Department of Agriculture and Consumer Services to solicit funds, pursuant to Chapter 496, Florida Statutes.
  4. The agency has obtained a sales tax exemption registration from the Florida Department of Revenue, pursuant to Section 212.08.
  5. The agency has a Non-discrimination and Equal Opportunity Policy.
  6. The agency has a Dual Check Signing Policy that requires two or more signatures based on certain fiscal thresholds approved by the board of directors. Furthermore, the policy specifies that no agency staff, including the executive director, can sign a check written to themselves or written for cash. The policy also includes specifications and internal safeguards (direct board oversight) regarding making withdrawals from the agency’s account.
  7. If required by law, the agency has its books and records audited annually by an independent certified public accountant who has no affiliation with the agency and whose examination is made in accordance with generally accepted auditing standards. The audit report must include a management letter; and financial statements showing all of the agency’s income, disbursements, assets, liabilities, endowment, other funds, and reserves and surpluses during the period under study. The audit report must be consolidated with the statements of any affiliated foundations or trusts.
  8. If the audit contains a schedule of findings, the audit includes a corrective action plan.
  9. The agency has an IRS Form 990 completed within the last fiscal year or the agency filed an extension with IRS.
  10. The agency has an administrative cost of 25% or less as evidenced by the IRS Form 990 and/or audit. 
  11. The agency has a local board of directors and/or a local advisory board.
  12. The agency has a Records Retention Policy.
  13. The agency has a Conflict of Interest Policy.
  14. The agency has a comprehensive Fiscal Management Policy.
  15. The agency has proof of general liability coverage.

Promise Zone Boundary Expansion Map

The Promise Zone map has been updated to include the additional census tracts that were added by the County and City Commissions in January 2020.  Any agencies that are interested in applying for funding to this category may input addresses to determine if they are within boundaries to of the Promise Zone.
