The City of Tallahassee and Leon County formed the Community Human Service Partnership (CHSP). Its distinctive process, the partnership between two local governments, earned a “Best Practice” award from the US Department of Housing and Urban Development (HUD). Moreover, the City of Cambridge Massachusetts included the CHSP model while conducting its research of best practice models in grant administration,
The goal of the CHSP process since its infancy has been to streamline the local grant process for applicant agencies by creating a concerted, community-driven, needs-based approach to solving the ever-growing and changing human service needs in Tallahassee/Leon County. Before the development of the CHSP funding distribution process, both partners conducted separate grant review processes; consequently, local human service providers had to participate in two different processes. This initiative requires greater coordination and cooperation between funding sources and among agencies, affords easier recognition of duplication and gaps in service delivery, and provides the ability to target funds accordingly.

In order for an agency to be eligible to participate in the CHSP process it must:
- Provide direct human services to Tallahassee/Leon County residents.
- Be registered as a nonprofit corporation with the Florida Department of State pursuant to Chapter 617.
- Be registered with the U. S. Department of Treasury, Section 501 (c) (3), Internal Revenue Service Code, for exempt status.
- Be registered with the Florida Department of Agriculture and Consumer Services, pursuant to Chapter 496, unless exempt.
- Be registered with the Florida Department of Revenue pursuant to Chapter 212.08 if the agency has a physical location in the state of Florida.
- Have a Fiscal Management Policy.
- Have a Check Signing Policy that requires two or more signatures based on certain fiscal thresholds approved by the board of directors.
- File an annual IRS Form 990.
- Have a Nondiscrimination and Equal Opportunity Policy.
- Have Liability coverage.
- Have a Records Retention Policy.
- Have a Conflict of Interest Policy.
- Be governed by a local board of directors or local advisory board.
- Have its books and records audited on an annual basis by an independent certified public accountant, if applicable.
- At least one member of the agency must attend one of the Agency Training workshops.
